Since the settings in httpd.conf can get overwritten by the Cobalt
"sauce" I'd suggest the customer maintain his/her own .htaccess file to
set this.
We've changed the defaults server-wide on our system, but we did it by
putting our own contents into the default .html files named by the
httpd.conf file.
