I don't know of a Raq3 pkg for PHP. I'm not sure there is one.

I don't know of a simple way, like a pkg, but it can be installed from the
source tarball as posted by Francisco earlier. Try searching the archives
for instructions. I remember seeing some step by step examples in the past.
