which php package and which cobalt website and which product.

SunCobalt doesn't release a php package as such I presume you mean the
package on pkg.nl.cobalt.com in which case the best person is Taco he is on
the list but may not catch every mail.  I'm sure if there is a problem with
one of the teams pkg's they will fix it.
