Ahaaa.. This public_wml directory is a new one on me, knew there was more
that I did not know.
I take it that this public_wml directory does not automatically get created
so I guess I or the Site Administrator needs to create it next to the /web
folder?

Am I going along the right tracks here?

find out which package owns the mime.types file .. you'll have to redo the
changes if you upgrade the package.

But you don't have to worry about the RaQ modifying the contents
automatically.

if you want to be doubly sure... add a .htaccess file to get the same
effect into you "public_wml" directory
