[cobalt-users] Raq 4 Help needed another question

can anyone tell me on a raq 4,  in the /var/log folder there is a file
called postgresql
who is the owner and what are the permissions supposed to be ?

my raq comes up with a gui problem and it is due to this file not being
there.
