You should be able to see (not necessarily write) any file using FTP
that you can see when you're logged in using SSH (or telnet <frown>) as
admin. The permissions are the same. You just have to change
directories to "/" and move into the tree from there.
But you shouldn't be using FTP as admin at all; you know that, right?
Every time you do you're sending your admin password in cleartext.
