These types of fans can be easily repaired. They have no moving parts per se.
If you take the fan out, you should find a sticker covering the bearing on
the spindle. Usually a drop of light oil and a spin or two is sufficient to
coax another year out of the fan.
If the fan it is particularly dirty an air compressor is good for cleaning
the blades. These fans can also be cleaned with water with no ill effects
is they are dried and oiled properly.
Be careful to get the oil only on the bearing otherwise it will keep the
sticker from sticking again.
It is important to replace the sticker - otherwise dirt will quickly jam
the fan again.
