For my FP sites, I add the CGI-BIN directory in using FTP, and any
other directories that will be using server resources. This way, the
owners can modify the files that they want to using FP, but when they
hire someone to add perl scripts (most do), the proper directories are
already owned correctly, and the scripting company just has to provide
the user with a URL to add to their pages in FP.
It takes a while, but we have finally got a system going.
