There is a way to rebuild the Site Manager (supposedly). I have never had to
use this script, but I found it recently on an unofficial cobalt site at
http://cobalt-aid.sourceforge.net/scripts/

The exact location of the file is:
http://cobalt-aid.sourceforge.net/scripts/RaQs/Rebuilding/siteManage-fix.tgz

Here is the desc.

This script has been tested on RaQ4 and RaQ3 only. It should work on RaQ2
also, though...

The purpose of this script is to rebuild the
/usr/admserv/html/.cobalt/siteManage directory if for some reason it's been
corrupted. It's also great when you are migrating sites from one machine to
another. It gathers a list of all sites from /home and processes these into
the siteManage interface. Hope you like it. ;) "
