I would like to accept a user (not a site adm)
to have FTP access to an specific folder.

I.e. www.domain.com/folder

Any ideas ?

Roger,

You should be able to add your user with ftp rights who can then ftp to
www.domain.com and
will automatically be in their personal folder. No extra work necessary.
Files copied here are only visible to this user and of coursethe admin.

Note: They will see a directory called web if you enabled web access.
This would be visible as www.domain.com/~username If they copy files to the
web directory they will be visible
to everyone.

There are deeper approaches but this goes a long way..
