Start simple, type 'ifconfig' and see if the interfaces for the IP's ever
got defined, assuming they are, look at the network setup in GUI and make
sure you didn't at some point set the netmask to /3 (eg 8 ip addresses or
such) 

Try a traceroute *out* of the box using the interface for the new ip, *not
documented wellm but you can tell traceroute to use a specific interface
eg traceroute -i eth0:9

If he's fiddled with your network files you are gonna have fun -/
