We need more info in order to be able to help:

- do you have problems with uploaded html files as well?

- what sort of image files are not visible (.gif, .jpg or .png)?

- what directory structure is in place (/home/sites/site12/web/images,
  or /home/sites/site12/web)?

- are all the html files loaded to /home/sites/site12/web (if they
  are loaded to /home/sites/site12/users/userabc/web the web pages 
  won't show up at all).
