There is no www.test.com/web folder by default unless you created one in the
web tree.
eg.
/home/sites/www.test.com/web/web
Unless you created one, it can't find it, thus the 404 error.

Are you sure you're uploading the new pages into
/home/sites/www.test.com/web ?
What user are you logging into FTP with?
I think you may be FTP'ing the new pages to
/home/sites/www.test.com/users/username/web.
Set your FTP client to /web as the default login location.
