[cobalt-users] Majordomo Who command disabled

I am using the Cobalt Majordomo implementation.  The Help command 
tells me that the "who" command is part of this implementation. 
However, when I try to use the command I am told that the command has 
been disabled.

1) Is the Who command supposed to be disabled?
2) How can I enable it?
