Yes. /home/packages is an alternative to specifying a URL or browsing on
your local hard drive for a source of PKGs to install on the RaQ. If
there are any files in /home/packages, they will show up in a dropdown
list on the Maintenance->Install Software screen. Removing anything
will do nothing besides make them unavailable to install from that
location.
Sometimes if the RaQ or your management workstation has a spotty
internet connection, it's safest to FTP a PKG to the RaQ and have it
install the PKG off itself, rather than trusting the PKG will be intact
if installing from a URL or from your local machine.
