 I would UNCHECK the Telnet box in the GUI and then restart it and
 then RECHECK the box and restart it again...seems like that might
 reload the master inetd.conf...let us know!

Nope, just enables/disables shell access, go get the ssh package and
install it :)

I know that silly, but the GUI just LOVES to rewrite your conf files...or didn't you know that? It certainly doesn't hurt to try the simplest options first ;-)
