Are you sure that all users are being rejected?
I have seen this problem on a RaQ2 sometime ago, in that a lock file was
opened for
a user but not deleted.
This caused the authentication to fail.
There was eventually a version of qpopper for the RaQ2 that fixed it.
Did you install RaQ2-en-OSUpdate-4.0.pkg
