They could, but it's not an anonymous open relay so it would capture them in
the headers and get their account cancelled with Verizon on a complaint.
IANAL, but I think you could also bring an action against them in court
since they're local for computer crimes and trespass to chattel or theft of
services.
I figured that bos.east.verizon.net would probably be a fairly small number
of potential abusers as there are plenty of anonymous Sendmail 8.6 servers
running in the .jp and .cn spaces to abuse.
