Hi Fred,
Don't think so because it's a php_admin_value, and I believe it can only be
set in the httpd.conf file, but I'm not 100% sure about this one.
If it is would be possible then you would have to put it into a .htaccess
file.

Just give it a try, it won't kill your Apache if you run it from a .htacces,
in the worst case you'll get a 500 Server Error.
