Login to your server and su
Then simply edit using whichever text editor you like the /etc/passwd file
(pico /etc/passwd)
Find the username of the user in the passwd file, and simply change his
/home dir to whatever.

(in you case delete the /users/user/web from the username's entry and leave
it as /home/sites/sitename/web)

Then when hes logs in via telnet/FTP he will be taken directly to the
www.domain.com's web folder
