allow override ALL instead of None
for /home/sites

I am not able to get a .htaccess file to work on my RaQ. My intention is
to be able to use it to keep everyone but some designated IP's away from
some directories.
What changes can I make to either httpd.conf or acces.conf to allow me to
do this? Or is it one of those holy grail things that Cobalt doesn't want
us to touch?
