This is a DNS issue and does not require any changes to the Sendmail
configuration. Your ISP is implementing classless in-addr.arpa and has
delegated the 128-255.28.102.62.in-addr.arpa zone to you.
You should have the following records in your DNS server:
129.28.102.62.in-addr.arpa. IN PTR host1.domain
130.28.102.62.in-addr.arpa. IN PTR host2.domain
etc.
