To answer your question in a less "I can't believe you don't know this" manner -
the file system that is used by Linux in most cases is EXT2. It is self-defragging. However, your question on "scandisk"-like software DOES make sense - regardless of the statement from "France Telecom." the program "fsck", which is somewhere in a bin directory, does most of the stuff that scandisk performs.

Do you know what a *REAL* filesystem is ?
Before using/managing a Raq4, do read books about filesystems
and linux/unix based OS.
You'll understand that your question does not make sense.
and that you don't need any tools like those you mentionned !
