For MySQL they can use the excellent phpMyAdmin.
Tobias Ratschiller released the version 2.2 a couple of days ago.

For perl scripts they can download it via FTP, change them and then upload
them again.
So I still believe that customer still need no shell access.
But then again who am I ?? :-))
