Without wanting to sound flippant (because it will!) that message means
*exactly* what it says: syslogd was restarted.
If you don't know what syslogd is, then I'll explain: It's the SYStem
LOGging Daemon. It's the useful process which writes your mail logs,
messages logs, cron logs, xferlogs, secure logs, and whatever else it is you
configured it to do. But you knew that already, right?
Running at 04:02 is the standard log rotation cronjob, and as part of its'
operation it sends a HUP (reread your config files and close and reopen any
files we need to write to) signal to the syslog daemon. You might see many
more than just two entries, depending on what software you have installed.
But you knew that too, didn't you?
