I second Mike's recommendation.  Some idiot at our company delete the MySQL
table from 4 of our DB servers, and that was the only thing we could do.  It
worked for us as well.

Try taking the mysql database from another server. You can then login and
reset all the user permissions.
There might be a better way although that is what we did when we deleted the
mysql database by mistake.
