I have used both, and still do.

Webmin is fine for almost all tasks if you are the only person managing the
entire mysql setup.

PHPmyadmin is far more powerful with additional features that are not
essential, but are nice.

If you wish to allow many users to manage multiple databases on the one
mysql install, then PHPmyadmin is by far the best choice.

Try it out if you want, it is relatively easy to install.
