It appears to be, the tar file is an exact match to the debian master file
used for debians fcheck package, except they changed the name slightly...
(FCheck_2.07.59.tar.gz vs. fcheck_2.7.59.orig.tar.gz)

The netscape link seems to be gone rather than dead....
PS: there doesn't seem to be an rpm for this program, and debian has it in
unstable/testing , so you have fair warning, on the other hand, it's just
a giant perl script, so i doubt you really need an rpm to install it, just
read the install notes and copy it to the appropriate place and configure
it..
for the lost: fcheck is a stripped down GPL'd tripwire type program
