It's created by imapd to index the mailbox. Deleting it can cause
"unpredictable results" the next time you try to read your messages with
pop3.

When I've had to use both pop3 and imap to read the same mailbox, I've
learned a couple of things:

1. Make sure you don't allow both pop3 and imap to access the same
mailbox at the same time. I've seen it munge or totally corrupt
mailboxes.
2. Set a filter on the user's mail program (outlook, netscape, whatever)
to make it hide/ignore messages with the subject "DON'T DELETE... etc"
to keep them from deleting the message.
3. If users do insist on using both an IMAP and POP mail client, make
sure they understand that allowing both to run will do Very Bad Things.
