The /proc filesystem is maintained by the kernel, and simply keeps state information for applications that are running (some items within /proc can be modified - it's like a control panel of sorts, but most items are read-only). The `pidof' program received this error simply because the application(s) in question had either stopped, or had been updating the data at the time of the read (very unlikely to the point of impossibility as this kernel operation should be atomic).
