NoNoNo..telnet is EVIL
telnet is DANGEROUS
telnet is ASKING to be "HAQ'd" (acknowlegement to CarrieB)
PLEASE install ssh without further delay.
OK, now to the issue you raised.
As root, at the command line you can do a reboot by using:
[17:38:06 booger@cheezpuff~]#shutdown -r now
Please note the use of the r flag....it's gonna reboot your
box...immediately!!!
In this case I recommend a good reading of the man page for shutdown (man
shutdown)
It's well written and less obscure than most man pages, It gives you a good
overview of what options you have at shutdown.
Oh, and did I mention that telnet is evil??
