This may not be the best way, but its the only way I know of:
Every siteadmin has the file .ftphelp in their home directory (regular users
do not). Thus, checking for the presence of this file would tell you who are
siteadmins, and who are not.
This is on a RaQ3. The situation might be different on other models.
Also, I like your idea. I would prefer Perl for this sort of thing, though.
Actually, I might sit down today and work on something. If you feel like
