The RaQ polls the services every 15 minutes. It doesn't really keep track of
uptime, it just keeps track of when there last was a problem with the
service. So if you reboot, the "uptime" it shows will continue, and not
reset. However, if your web server crashes, and stays down enough for it to
be picked up by ActiveMonitor's 15-min check, then once you get the Web
server working the "uptime" will reset.
