They did it either via GUI or using the passwd command via telnet/SSH

You don't make it clear whether you have super-user privilegies on your
machine. What do you mean by giving your users admin access? If you want
users to upload stuff to a domain's main web-area, they must be siteadmins
(by ticking off for siteadmin in the GUI when creating/editing users). If
they are not, they can only upload files to their own webarea (under
domain.tld/~username)
Please provide more details if this does not resolve your problem.
