First let it boot from disk.
Don't hold the S button during powerup unless you want to change the boot
device.
Once the Raq has booted you can hold down the S key to get to the setup menu
and then select Network, etc, etc.
BTW I mainly drive Qubes, but I expect RaQs are much the same.
