Because it doesn't make sense, if the file was empty, the sites wouldn't
work ;) are you certain you are looking in the *correct* httpd.conf file?

It sounds like you are looking at the admin config, which would in fact be
mostly empty....

What machine? qube/raq/raq2/3/4 , they are all a touch different you
know...
