Last July there was a 'problem' at a major pay via the internet system
which resulted in over 8000 bucks being charged to my card for
downloadable software. The FBI informed me that the proper agency for this
type of thing is the Secret Service, since it's considered a form of Bank Fraud.
Having traced the perp to an account at a Canadian ISP, I also discovered
that outside the USA transaction can be a real problem. The Secret
Service agen in charge of my case did allow, however, that there were
'other avenues' available to them.
I checked with him several month ago...and they are a lot closer to
nailing the perp than they were before.
Good luck...payments via the internet are a risk for both buyer and seller
alike.
