I also have had the same problem, and even had gotten to where I tried a
manual deletion of the frontpg.lck lock file to try and push the box
(RaQ4i's for us) to delete the FP so that we could re-install. I even tried
the "fake" site ID trick mentioned.
I did find a way to work around it however and get the sites going again
that had this problem.
1. Found a site with working FP
2. Copied over the _vti_**** folders where **** is the second part of the
_vti_ folder name. Make sure that you chown the folders to the correct
user's name.
3. Copied over the contents of these _vti_ folders and chown'd them as well.
Then, edited the files within using vi so that the site ID and hostnames
were correct.
4. Copied over the shtml.exe file as well, very important you do this step.
5. Went to the GUI and then deleted the front page website (prior to this,
it would give errorrs) successfully.
6. Added the Front Page extensions using the standard procedure. Viola! it
worked for us for 3 domains with this same issue.
Hope that helps! Make a backup first to make sure though.
