I use IMP with great success.  It's pretty full-featured, although it could
be easier to configure intially.  I added a simple feature that will read
/etc/passwd and give me a drop-down menu of users, instead of having to
type in the name.  Of course, this isn't a good idea if you have a public
Web server.

AFAIK, the Cobalt GUI doesn't use PHP at all; it's all done with Perl.
