Open the site direcly with FrontPage (choose File > Open Web..., then enter
http://www.domain.com as the location, then user name "webmaster" and the
password). Then choose Tools > Security > Permissions... in FP 2000, or
Tools > Server > Permissions... in FP 2002. Click the Add button to add
users and set their options (this is for FrontPage editing/browsing only,
they aren't considered users as far as e-mail and other server services is
concerned).
