You have to be sure (check twice ;) ) FP is enaled on the Server. AND you
have to modify the file directly on the Server with FP (no down - edit -
uploading). Then the hitcounter will work.

Has anyone dealt with fpcount.exe not incrementing the hit counter on a RaQ
3?

Microsoft has nothing for servers other than their own.

The KB and archives don't cover anything concerning this.
