With the original worm (no idea about the modified version), it
attacked anything and everything. It was just that if it found that
your system was not an english-speaking system (based on the language
file it used), then it would not deface it with the "hacked by
Chinese" webpage.
Maybe this is where the person who wrote the article is making a huge
assumption; since Euro targets weren't getting defaced, then they
weren't being affected at all. But that's not the case, as we all
know.
