OK, here it is, I went ahead and did what I was wanting to do for admin
purposes. These mods will replace the existing checkbox to allow
unsubscribers to post with a drop down list to choose from anybody can post,
only members of the list, or any addresses in a <listname>.restrict file.

There are three files that need to be updated on the RaQ. I am using a RaQ3,
don't know if they will work on any other machine. For details, see the
readme.txt in the zip at:
