This one isn't in the archives.
Check what site and groups owns their directories.
If you recently a site from one machine to the other and (say) the site on
machine 1 was site 15 and the site once moved to machine 2 is site 112 and
site 15 owns the directories this causes the exact symptoms you are
reporting.
