ok, yes that does work,

root@bluefish:/tmp$ dir
RaQ2-Update-OS-2.0.pkg    RaQ2-Update-OS-2.0.pkg.1
root@bluefish:/tmp$ /usr/local/sbin/cobalt_upgrade RaQ2-Update-OS-2.0.pkg
(offline mode: enter name=value pairs on standard input)
200 Installation successful.
root@bluefish:/tmp$

however,

Cobalt OS Release 4.0
RaQ2-en-OSUpdate Release 4.0
Red Hat Secure Web Server Service Update Release 3.2
iOfficeUSEnglishRelease 2.4.0

does not show that the pkg installed.

Herin lies my issue. I can wget and install all of these packages, but the
device will not recognize they are installed.
