Charlie,
Don't forget that the RaQs are marketed for people who aren't 
supposed to touch the command line. Everything they'll ever need and 
want to do is right at their fingertips through the GUI. So, in 
Cobalt's eyes (remember this was Cobalt's choice, not Sun's - Sun 
just came into this recently), whois would never be needed by their 
target customer.
The people who are a little more experienced enough to play around on 
the command line (and do so fully knowing they're blowing their 
30-day warranty) would have no problem installing whois - while the 
target "plug it in and get rich quick" customer wouldn't even know 
what whois is or what it does.

Make more sense now?
In Cobalt's eyes, it's not an "error", it's a feature that their 
target customers would never need (since they're not supposed to go 
'under the hood').

I fully agree with you that it's a necessary tool, but I also see 
where Cobalt was coming from.
