First off, Cobalt OS is a modified version of RedHat Linux 6.2. So yes, you
can install it on a RaQ3. I know I did. :-)

Go for the part that says "Adding PHP4 without re-compiling apache", but do
it a little differently.
Instead of issueing "./configure --with-mysql --with-apxs", I suggest you
read all the configure instructions on php.net *first* and *then* decide
what you'd like.
The part that says "--with-apxs" is mandatory for building PHP as a loadable
Apache module (most people want that).
If you'd like MySQL support builtin, I suggest you issue "--with-mysql=/usr"
instead of "--with-mysql". Note: my suggestion is based on an RPM MySQL
install. If you install MySQL from source, you might have to do it
differently.
Read up before you do anything. If you're not familiar with Linux and the
term "root", don't do it before testing on another box or better yet, pay
someone to do it for you. You can blame them if anything breaks down. ;-)
