This has been covered hundreds of times in the past.  Yes, installing 
from source on php.net is the best way to get PHP4 on your RaQ3, 
though there are certain hurdles you will have to overcome.  Search 
for 'PHP4 RaQ3' in the list archives and I'm sure you will find a 
solution.
