Try pinging it, ping is such low level that it's handled by the kernel,
thus it won't startup any services....
If it also takes a long time to give back the first ping, it's almost
certainly a dns issue somewhere, if it gives you a ping back right away,
and ssh still takes a long time to connect then it's some issue with
starting services....maybe..
Are *all* your NS records working?
