Check the number of users that you have set for the site. I give my
clients 'unlimited' pop/ftp accounts, and when I was first starting I
set the users at 1000. Caused all kinds of problems just like what
you're having.
When I changed the number of users down to 999, the Active Monitor's
confusion cleared up. Seems like the 4-digit user limit was causing
the Active Monitor to misreport disk usage and disk allocation -
weird.
